This ENB is based on L3evo GP Best(8-7) ENB by:

The enbbloom.fx was made by Plattfuss
Changes to the enbseries.ini and the visualsettings.dat were made by me.

These are the settings how I like my GTA IV, they are not meant to be extremely realistic. I'm releasing my settings because of many requests by people asking me to do so.
I'll probably make changes to these settings, therefore these are called v.1.
PLEASE READ THE README!!!
If you follow the instructions you should have no problems installing these settings.
